End of the Year Multifamily Data - Wall Street Journal Reports

The Wall Street Journal reported this morning that while we may begin to see some recovery in the single-family home market, we can expect multifamily properties to take much longer.

Construction is seemingly at a stand still as the National Association of Home Builders reported that its sentiment index fell in December to its lowest level since mid-year. Completions of apartments are down 16% from two years ago, and new permits for construction in October are down 75% on average.

The bottom-line is that things are tough right now, there is a lot of inventory, and fewer renters. This is nothing new, but during the holiday season when things are especially slow, it becomes more compounded. This is the time when you really need to push every available vacancy. According to rentBits, a rental search engine for apartments and rental homes, the average rental rates for the Los Angeles area has seen a slight increase November over October. Collectively across all bedrooms the average rental rate has risen from $2020 in October to $2041 in November. This is great news for property owners who have been battered by decreasing rentals rates.

In most other cities across the US, rental rates for apartments are seeing a decrease for the year. Much of this is due to a decrease in demand. Many renters are moving into single-family homes, moving back in with family, or doubling up with roomates. Barking Dog Law in Los Angeles

As property owners, property managers, and tenants, we have all dealt with a neighbor who has a barking dog they will not bring in, or quiet down, at one point or another. The first and best option is to contact the neighbor or tenant with the dog and try to reason with them. But when this doesn't work, what do you do??

At Pacific Shore Property Management we recently encountered a situation such as this at one of our Echo Park Rentals. After repeated letters and call went unanswered and the problem persisted, bothering our good tenants to no end, we took the next step and contacted Los Angeles Animal Services. In Los Angeles:

It is against the law for a dog owner, or anyone in control or custody of a dog, to allow the dog to make excessive noise, after receiving a legal notice of the noise complaint and a request to make it stop. The term “excessive noise” means noise which is unreasonably annoying, disturbing, offensive, or which unreasonably interferes with the comfortable enjoyment of life or property of one or more persons occupying property in the community or neighborhood. This law does not apply to a commercial animal establishment with a legal permit. (LAMC 53.63)

We filed a complaint, and the problem quickly went away as the neighbor began to bring in the dog at night so it wouldn't bark. When people are confronted with city departments threatening fines, and other serious actions, they quickly take heed apparently. In the end we resolved the problem for our tenant, and actually improved the dogs life (now he gets to sleep inside, which is probably what he wanted in the first place!).
