The 2009 allowable increase was 4%.
As a rule of thumb if all three of the items below apply to your property, then it's subject to the Rent Stabilization Ordinance,
1. The property is within the City of Los Angeles
2. There are two or more units on the lot (this includes condo buildings and townhouses)
3. The building has a Certificate of Occupancy issued on or before October 1, 1978
The Certificate of Occupancy is issued by the LA Department of Building and Safety on new construction. It allows people to occupy the building.
